A frost mage spec is the utility build of the mage class. It is built for survival at the expense of damage witch becomes very useful while leveling or in fights where the mage is taking a lot of damage. It also becomes a solid choice in pvp because of all the slowing effects and freezes that keep melee classes at a distance.

Pve is what most consider leveling, dungeons, and raids. Most of witch is surrounded by group effort as apposed to soloing. This is great because the player gets to interact which tends to make the game more interesting in most cases. Dungeons and raids are great for mages because the tank holds aggro while the tank sits back and unleashes their fury. Since the frost mage spec is geared more towards survival and not dps most people would rather go with fire or arcane for those situations. As for leveling frost is ideal. Frostbolt is everything to mage while leveling. Use it as much as possible while the enemy is at range. Use frost nova to freeze mobs and cone of cold to blow the crap out of them as well as freezing them again. You will receive are water elemental while in the frost mage spec that will add constant damage to help burn targets down faster. Last but not least always make sure that ice barrier is up whenever possible. Most of the time it will make the difference between life and certain death.
How the frost mage spec is used in pvp.
Pvp is a whole different animal all together. Player vs. player means that you are fighting something with a brain. Not a bot designed to do the same things over and over again. Frost mages thrive in pvp because they can keep an enemy slowed for the entire fight while dealing a moderate amount of damage at the same time. Again use frostbolt whenever possible while at range. If you need to stay on the increased damage of ice lance makes it semi easy to kite and opponent around until a freeze becomes available. Use frost nova or cone of cold when an enemy gets to close to freeze them. Then blink creating some distance and unload with frostbolt some more. Deep freeze is also very handy in pvp giving you 5 second window to unleash your fury.
